    Speed-to-Understanding Is the Dominant Demand

    For much of the past decade, the AI conversation in maritime intelligence focused on accuracy and coverage. In 2026, the conversation has shifted to latency and comprehension. A capability that produces the right answer 72 hours after the operational window has closed is no longer valuable in the way it once was. A capability that produces a usable answer in the window the commander is actually working in is what the community is now asking for.

    Data must be processed fast and understood by people. Intelligence must arrive at the speed the commander wants. AI is the way to keep up with growing data volume, but the operational value is measured in how quickly understanding follows.

    The operational reality behind the demand is visible in the data. Windward tracked 2,157 unique cargo ships and tankers over 10,000 DWT conducting at least one prolonged dark activity event in Q2 2026, nearly five times the 449 recorded in Q1. The number of prolonged dark activity events rose from 451 to 3,137, a sevenfold increase quarter over quarter. Each of those events represents a moment where AIS-based situational awareness gave way to something less certain, and where the community’s ability to understand what was happening had to come from somewhere other than the primary broadcast signal.

    The Edge Is Where the Value Increasingly Sits

    Maritime operations in 2026 increasingly happen in environments where the connectivity assumptions of shore-based intelligence do not hold. Contested electromagnetic environments, GPS jamming, degraded satellite communications, and the geographic reach of forward-deployed units all mean that intelligence capabilities need to work with limited or intermittent bandwidth to the enterprise.

    This changes what “deploying AI” actually means. It is not about pushing more processing to the cloud. It is about pushing enough processing to the edge that operators can act on what they see without waiting for the connectivity that may not arrive.

    Maritime Domain Dominance frames MDA as necessary but insufficient. 

    Maritime Domain Action captures the same analytical pivot from a slightly different operational angle. The shared observation across both framings is that the community is no longer treating awareness as the destination. Awareness is the prerequisite. What operators, commanders, and agencies are being asked to do is act on the awareness, deny adversary freedom of operation, and reshape the operating environment through the intelligence advantage the community has been building.

    This is a language shift that reflects an operational one. Building the picture is not the same as using it. The demand signals across the community are consistently about using the picture, not about seeing it more clearly.

    Trust and Adoption Are the Friction Points

    The most honest conversations in maritime intelligence in 2026 are about the human side of the AI adoption question. Commanders and operators raise the same set of concerns repeatedly: how operators build trust in AI models, whether that trust exists before capabilities are rolled out, why operators often do not use the AI tools already available to them, and the training gaps that keep systems from being fully adopted even after deployment.

    Capability alone is not the barrier. In many cases, the capability exists, has been procured, and is available in the operational environment. The bottleneck is confidence in what the system is doing, transparency about its reasoning, and the training that would allow operators to interrogate its outputs the way they interrogate a human analyst’s.

    Across the maritime security community, a set of specific operational asks has come into focus. Each maps to a distinct piece of the operational reality the community is trying to address.

    The persistence of vessels operating under fraudulent identities remains a live problem. In Q2 2026, 275 internationally trading tankers were broadcasting the flag of a fraudulent registry. Windward has now identified 22 fraudulent ship registries, with Russia-linked tankers falsely claiming Syria and Myanmar flags for the first time during the quarter. Around 90% of tankers using fraudulent registries are Western-sanctioned. The IMO database now lists 580 falsely flagged vessels, up from 470 at the end of 2025.

    Small-Boat Tracking

    The persistence of GPS jamming across multiple maritime regions is now a structural operational condition. Windward tracked 171,286 distinct vessels affected by jamming at least once globally in Q2 2026 and detected 3.35 million false ship-to-ship meetings since Operation Epic Fury began on February 28, 2026, in which injected positioning coordinates made vessels appear to rendezvous when no meeting took place.

    In Q2 2026, Windward recorded 3,667 loitering events exceeding 12 hours above subsea cables, involving 2,206 cargo and tanker vessels. The Red Sea and Gulf of Aden concentrated 21% of all recorded events. The threat picture is not episodic. It is a sustained pattern that demands sustained monitoring.

    Narcotics Interdiction and Container-Level Intelligence

    Multiple agencies across the interdiction community need behavioral and identity intelligence at the container and vessel level, particularly in the operational environments where the surface is dense with both legitimate and illegitimate traffic.
